From the moment adventurers reached each other's shores in the early 1800s, cultural encounter formed the bedrock of U.S.–Japan ties. Such casual connections turned into formal cultural exchange within the emerging global society of the late nineteenth century. Trends in the number and scope of peace operations since 2000 evidence heightened international appreciation for their value in crisis-response and regional stabilization. Peace Operations: Trends, Progress, and Prospects addresses national and institutional capacities to undertake such operations, by going beyond what is available in previously published literature.
Part one focuses on developments across regions and countries. It builds on data- gathering projects undertaken at Georgetown University's Center for Peace and Security Studies (CPASS), the Stockholm International Peace Research Institute (SIPRI), and the Folke Bernadotte Academy (FBA) that offer new information about national contributions to operations and about the organizations through which they make those contributions. This intensively researched volume covers a previously neglected aspect of American history: the foreign policy perspective of the peace progressives, a bloc of dissenters in the U.S. Senate, between 1913 and 1935. The Peace Progressives and American Foreign Relations is the first full-length work to focus on these senators during the peak of their collective influence. Robert David Johnson shows that in formulating an anti-imperialist policy, the peace progressives advanced the left-wing alternative to the Wilsonian agenda.
The experience of World War I, and in particular Wilson’s postwar peace settlement, unified the group behind the idea that the United States should play an active world role as the champion of weaker states. Before the First World War, the British Admiralty conceived a plan to win rapid victory in the event of war with Germany-economic warfare on an unprecedented scale.This secret strategy called for the state to exploit Britain's effective monopolies in banking, communications, and shipping-the essential infrastructure underpinning global trade-to create a controlled implosion of the world economic system.
In this revisionist account, Nicholas Lambert shows in lively detail how naval planners persuaded the British political leadership that systematic disruption of the global economy could bring about German military paralysis. After the outbreak of hostilities, the government shied away from full implementation upon realizing the extent of likely collateral damage-political, social, economic, and diplomatic-to both Britain and neutral countries. Ryan evaluates the nature and effectiveness of U.S. trade diplomacy with Japan, Korea, Taiwan, and China in the 1970s and 1980s by examining the diplomatic strategies used by the U.S. Trade Representative to enforce Section 301 of the 1974 Trade Act, which was designed to protect free trade and competition through investigations, negotiations, and sanctions.
Ryan shows the different trade diplomacy tactics the East Asian governments pursued during dispute settlement negotiations with the USTR. In Plowshares into Swords, David Ekbladh recaptures the power of knowledge and information developed between World War I and World War II by an international society of institutions and individuals committed to liberal international order and given focus by the League of Nations in Geneva. That information and analysis revolutionized critical debates in a world in crisis. In doing so, Ekbladh transforms conventional understandings of the United States’ postwar hegemony, showing that important elements of it were profoundly influenced by ideas that emerged from international exchanges. The League’s work was one part of a larger transnational movement that included the United States and which saw the emergence of concepts like national income, gross domestic product, and other attempts to define and improve the standards of living, as well as new approaches to old questions about the role of government. Forged as tools for peace these ideas were beaten into weapons as World War II threatened. Ekbladh recounts how, though the US had never been a member of the organization, vital parts of the League were rescued after the fall of France in 1940 and given asylum at the Institute for Advanced Study in Princeton. However, this presence in the US is just one reason its already well-regarded economic analyses and example were readily mobilized by influential American and international figures for an Allied “war of ideas,” plans for a postwar world, and even blueprints for the new United Nations. How did this body of information become so valuable? As Ekbladh makes clear, the answer is that information and analysis themselves became crucial currencies in global affairs: to sustain a modern, liberal global order, a steady stream of information about economics, politics, and society was, and remains, indispensable.

Radical alternatives, moreover, are only rarely debated. And if they are, such alternatives are reduced to new Keynesian and new developmental agendas, which fail to address existing class divisions and imperialist relations of domination.
This collection of essays polarizes the debate between radical and reformist alternatives by exploring head-on the antagonistic structure of capitalist development. The contributors ground their proposals in an international, non-Eurocentric and Marxian inspired analysis of capitalism and its crises. From Latin America to Asia, Africa to the Middle East and Europe to the US, social and labour movements have emerged as the protagonists behind creating alternatives.

This book explores the complex transitions under way in China, Japan, South Korea, and Taiwan, as the leaderships shift their economic and political relationships in order to survive in the global economy. Written by a team of international scholars in political science, economics, international relations, and Asian studies, this book illuminates the significant changes in the political economies of the major Asian states.
The chapters that follow are grouped in three sections, corresponding to the three stages of peacemaking: reduction or management of regional conflict; peacemaking or progress toward a peace treaty; and maintenance of bilateral peace and the regionalization of the peace settlement. In each chapter, the contributors consider the five key questions from a variety of methodological, historical, cultural, and empirical perspectives, drawing data from the Pacific, the Middle East, Europe, Asia, and Latin America. The conclusion expands on several themes found in the chapters and proposes an agenda for future research.
Much attention has focused on the ongoing role of economics in the prevention of armed conflict and the deterioration of relations. In The Political Economy of Transitions to Peace, Galia Press-Barnathan focuses on the importance of economics in initiating and sustaining peaceful relations after conflict.
Press-Barnathan provides in-depth case studies of several key relationships in the post-World War II era: Israel and Egypt; Israel and Jordan; Japan, the Philippines, and Indonesia; Japan and South Korea; Germany and France; and Germany and Poland. She creates an analytical framework through which to view each of these cases based on three factors: the domestic balance between winners and losers from transition to peace; the economic disparity between former enemies; and the impact of third parties on stimulating new cooperative economic initiatives. Her approach provides both a regional and cross-regional comparative analysis of the degree of success in maintaining and advancing peace, of the challenges faced by many nations in negotiating peace after conflict, and of the unique role of economic factors in this highly political process.
Press-Barnathan employs both liberal and realist theory to examine the motivations of these states and the societies they represent. She also weighs their power relations to see how these factor into economic interdependence and the peace process. She reveals the predominant role of the state and big business in the initial transition phase (“cold” peace), but also identifies an equally vital need for a subsequent broader societal coalition in the second, normalizing phase (“warm” peace). Both levels of engagement, Press-Barnathan argues, are essential to a durable peace. Finally, she points to the complex role that third parties can play in these transitions, and the limited long-term impact of direct economic side-payments to the parties.
After a historical review of policing in the United States and Europe over the past century, Huggins reveals how the United States, in order to protect and strengthen its position in the world system, has used police assistance to establish intelligence and other social control infrastructures in foreign countries. The U.S.-encouraged centralization of Latin American internal security systems, Huggins claims, has led to the militarization of the police and, in turn, to an increase in state-sanctioned violence. Furthermore, Political Policing shows how a domestic police force—when trained by another government—can lose its power over legitimate crime as it becomes a tool for the international interests of the nation that trains it.

Debates on the end-of-life controversy are complex because they seem to highjack national and cultural traditions. Where previous books have focused on ideological grounds, The Politics of Intimacy explores dying as the site where policies are negotiated and implemented. Intimacy comprises the emotional experience of the end of life and how we acknowledge it—or not—through institutions. This process shows that end-of-life controversy relies on the conflict between the individual and these institutions, a relationship that is the cornerstone of Western liberal democracies.
Through interviews with mourners, stakeholders, and medical professionals, examination of media debates in France and the Czech Republic, Durnová shows that liberal institutions, in their attempts to accommodate the emotional experience at the end of life, ultimately fail. She describes this deadlock as the “politics of intimacy,” revealing that political institutions deploy power through collective acknowledgment of individual emotions but fail to maintain this recognition because of this same experience.

The UN Secretary-General, Kofi Annan, has instructed all UN specialized agencies and other affiliated organizations to consider how their work might advance the cause of human rights around the world. Many of these bodies have taken this call to heart, with a wide range of intergovernmental organizations (IGOs) trying to play a more active role in promoting human welfare.
Power and Principle is a comparative study of how and why IGOs integrate human rights standards into their development operations. It focuses on the process of policy innovation in three UN-related IGOs: the UN Children's Fund (UNICEF,) the World Bank, and the World Health Organization (WHO). In his comprehensive analysis, Joel E. Oestreich uses case studies to demonstrate how their policies have evolved during the past two decades to reflect important human rights considerations.
Drawing on interviews with dozens of staffers from IGOs, Oestreich creates a gripping narrative of the inner workings of these large bureaucracies. In each study he describes how the organization first became interested in human rights standards, how these standards were adopted as a priority, how the organization defined rights in the context of their work, and what a rights-based approach has meant in practice. The book argues that IGOs ought to be seen as capable of meaningful agency in international politics, and describes the nature of that agency. It concludes with an examination of these organizations and their ethical responsibilities as actors on the world stage.
At the end of the nineteenth century, the United States emerged as an economic colossus in command of a new empire. Yet for the next forty years the United States eschewed the kind of aggressive grand strategy that had marked other rising imperial powers in favor of a policy of moderation.
In Power and Restraint, Jeffrey W. Meiser explores why the United States—counter to widely accepted wisdom in international relations theory—chose the course it did. Using thirty-four carefully researched historical cases, Meiser asserts that domestic political institutions and culture played a decisive role in preventing the mobilization of resources necessary to implement an expansionist grand strategy. These factors included traditional congressional opposition to executive branch ambitions, voter resistance to European-style imperialism, and the personal antipathy to expansionism felt by presidents like Woodrow Wilson and Franklin Roosevelt. The web of resilient and redundant political restraints halted or limited expansionist ambitions and shaped the United States into an historical anomaly, a rising great power characterized by prudence and limited international ambitions.
Only recently have international relations scholars started to seriously examine the influence of collective memory on foreign policy formation and relations between states and peoples. The ways in which the memories of past events are interpreted, misinterpreted, or even manipulated in public discourse create the context that shapes international relations.

Philip Golub studies imperial identity formation and shows how an embedded culture of force and expansion has shaped American foreign policy. As the initial US observer, David Rawson participated in the 1993 Rwandan peace talks at Arusha, Tanzania. Later, he served as US ambassador to Rwanda during the last months of the doomed effort to make them hold. Despite the intervention of concerned states in establishing a peace process and the presence of an international mission, UNAMIR, the promise of the Arusha Peace Accords could not be realized. Instead, the downing of Rwandan president Habyarimana’s plane in April 1994 rekindled the civil war and opened the door to genocide.
In Prelude to Genocide, Rawson draws on declassified documents and his own experiences to seek out what went wrong. How did the course of political negotiations in Arusha and party wrangling in Kigali, Rwanda, bring to naught a concentrated international effort to establish peace? As shown by China’s relationship to Japan, and Japan’s relationship to South Korea, even growing regional economic interdependencies are not enough to overcome bitter memories grounded in earlier wars, invasions, and periods of colonial domination. Although efforts to ease historical animosity have been made, few have proven to be successful in Northeast Asia. In previous research scholars anticipated an improvement in relations through thick economic interdependence or increased societal contact. In economic terms, however, Japan and China already trade heavily: Japan has emerged as China’s largest trading partner and China as second largest to Japan. Societal contact is already intense, as millions of Chinese, Koreans, and Japanese visit one another’s countries annually as students, tourists, and on business trips. But these developments have not alleviated international distrust and negative perception, or resolved disagreement on what constitutes “adequate reparation” regarding the countries’ painful history.
Noticing clashes of strong nationalisms around the world in areas like Northeast Asia, numerous studies have suggested that more peaceful relations are likely only if countries submerge or paper over existing national identities by promoting universalism. Pride, Not Prejudice argues, to the contrary, that affirmation of national identities may be a more effective way to build international cooperation. If each national population reflects on the values of their national identity, trust and positive perception can increase between countries. This idea is consistent with the theoretical foundation that those who have a clear, secure, and content sense of self, in turn, can be more open, evenhanded, and less defensive toward others. In addition, this reduced defensiveness also enhances guilt admission by past “inflictors” of conflict and colonialism. Eunbin Chung borrows the social psychological theory of self-affirmation and applies it to an international context to argue that affirmation of a national identity, or reflecting on what it means to be part of one’s country, can increase trust, guilt recognition, and positive perception between countries.
Intelligence agencies provide critical information to national security and foreign policy decision makers, but spying also poses inherent dilemmas for liberty, privacy, human rights, and diplomacy. Principled Spying explores how to strike a balance between necessary intelligence activities and protecting democratic values by developing a new framework of ethics.
David Omand and Mark Phythian structure this book as an engaging debate between a former national security practitioner and an intelligence scholar. Rather than simply presenting their positions, throughout the book they pose key questions to each other and to the reader and offer contrasting perspectives to stimulate further discussion. They demonstrate the value for both practitioners and the public of weighing the dilemmas of secret intelligence through ethics. The chapters in the book cover key areas including human intelligence, surveillance, acting on intelligence, and oversight and accountability. The authors disagree on some key questions, but in the course of their debate they demonstrate that it is possible to find a balance between liberty and security. This book is accessible reading for concerned citizens, but it also delivers the sophisticated insights of a high-ranking former practitioner and a distinguished scholar.
Privatizing Health Services in Africa analyzes the disappearance of public health in the form of state services in Africa, and the growth of a private market in health care that will serve primarily an urban elite. Meredeth Turshen considers the implications of introducing private insurance in countries with growing unemployment, a shrinking formal job sector, and a lack of social security programs or other safety nets. She debates the pros and cons of shifting the delivery of health services to the nongovernmental sector in the context of new concepts of the role of the state. Many of the schemes to privatize the purchase and sale of pharmaceuticals reverse decades of United Nations work challenging the power of the multinational drug industry. Turshen weighs these policy changes in light of the World Bank’s eclipse of the World Health Organization as the premier UN health policy agency. Until now, no book has disputed the World Bank’s plans to privatize health care in Africa. This is the first book-length analysis of policy changes in light of monetarism and globalization.
Throughout the book, Turshen examines the implications of privatization for gender equity. She also provides a case study of Zimbabwe and comparative material from Malawi, Mozambique, and Zambia. Her study makes a contribution to current debates on the impact of structural adjustment policies on health and the design of health services in the Third World.
The paradox of progressivism continues to fascinate more than one hundred years on. Democratic but elitist, emancipatory but coercive, advanced and assimilationist, Progressivism was defined by its contradictions. In a bold new argument, Marilyn Lake points to the significance of turn-of-the-twentieth-century exchanges between American and Australasian reformers who shared racial sensibilities, along with a commitment to forging an ideal social order. Progressive New World demonstrates that race and reform were mutually supportive as Progressivism became the political logic of settler colonialism.
White settlers in the United States, who saw themselves as path-breakers and pioneers, were inspired by the state experiments of Australia and New Zealand that helped shape their commitment to an active state, women’s and workers’ rights, mothers’ pensions, and child welfare. Both settler societies defined themselves as New World, against Old World feudal and aristocratic societies and Indigenous peoples deemed backward and primitive.
In conversations, conferences, correspondence, and collaboration, transpacific networks were animated by a sense of racial kinship and investment in social justice. While “Asiatics” and “Blacks” would be excluded, segregated, or deported, Indians and Aborigines would be assimilated or absorbed. The political mobilizations of Indigenous progressives—in the Society of American Indians and the Australian Aborigines’ Progressive Association—testified to the power of Progressive thought but also to its repressive underpinnings. Burdened by the legacies of dispossession and displacement, Indigenous reformers sought recognition and redress in differently imagined new worlds and thus redefined the meaning of Progressivism itself.
Spreading democracy abroad or taking care of business at home is a tension as current as the war in Afghanistan and as old as America itself. Tracing the history of isolationist and internationalist ideas from the 1890s through the 1930s, Nichols reveals unexpected connections among individuals and groups from across the political spectrum who developed new visions for America’s place in the world.
From Henry Cabot Lodge and William James to W. E. B. Du Bois and Jane Addams to Randolph Bourne, William Borah, and Emily Balch, Nichols shows how reformers, thinkers, and politicians confronted the challenges of modern society—and then grappled with urgent pressures to balance domestic priorities and foreign commitments. Each articulated a distinct strain of thought, and each was part of a sprawling national debate over America’s global role. Through these individuals, Nichols conducts us into the larger community as it strove to reconcile America’s founding ideals and ideas about isolation with the realities of the nation’s burgeoning affluence, rising global commerce, and new opportunities for worldwide cultural exchange. The resulting interrelated set of isolationist and internationalist principles provided the basis not just for many foreign policy arguments of the era but also for the vibrant as well as negative connotations that isolationism still possesses.
Nichols offers a bold way of understanding the isolationist and internationalist impulses that shaped the heated debates of the early twentieth century and that continue to influence thinking about America in the world today.

Constructivist IR scholars study the ways in which international norms, culture, and identities---all intersubjective phenomena---inform foreign policy and affect the reaction to and outcomes of international events. Political psychologists similarly investigate divergent national self-conceptions as well as the individual cognitive and emotional propensities that shape ideology and policy. Given their mutual interest in human subjectivity and identity politics, a dialogue and synthesis between constructivism and political psychology is long overdue.
The contributors to this volume discuss both theoretical and empirical issues of complementarity and critique, with an emphasis on the potential for integrating the viewpoints within a progressive ideational paradigm. Moreover, they make a self-conscious effort to interrogate, rather than gloss over, their differences in the hope that such disagreements will prove particularly rich sources of analytical and empirical insight.

Global health problems require global solutions, and public–private partnerships are increasingly called upon to provide these solutions. Such partnerships involve private corporations in collaboration with governments, international agencies, and nongovernmental organizations. They can be very productive, but they also bring their own problems. This volume examines the organizational and ethical challenges of partnerships and suggests ways to address them. How do organizations with different values, interests, and world-views come together to resolve critical public health issues? How are shared objectives and shared values created within a partnership? How are relationships of trust fostered and sustained in the face of the inevitable conflicts, uncertainties, and risks of partnership?
This book focuses on public–private partnerships that seek to expand the use of specific products to improve health conditions in poor countries. The volume includes case studies of partnerships involving specific diseases such as trachoma and river blindness, international organizations such as the World Health Organization, multinational pharmaceutical companies, and products such as medicines and vaccines. Individual chapters draw lessons from successful partnerships as well as troubled ones in order to help guide efforts to reduce global health disparities.
During combat, soldiers make life-and-death choices dozens of times a day. These individual decisions accumulate to determine the outcome of wars. This work examines the theory and practice of military ethics in counterinsurgency operations. Marcus Schulzke surveys the ethical traditions that militaries borrow from; compares ethics in practice in the US Army, British Army and Royal Marines Commandos, and Israel Defense Forces; and draws conclusions that may help militaries refine their approaches in future conflicts. The work is based on interviews with veterans and military personnel responsible for ethics training, review of training materials and other official publications, published accounts from combat veterans, and observation of US Army focus groups with active-duty soldiers. Schulzke makes a convincing argument that though military ethics cannot guarantee flawless conduct, incremental improvements can be made to reduce war’s destructiveness while improving the success of counterinsurgency operations.
